Bob Carey

Captain Bob Carey, US Navy (Ret), is Chairman of the National Defense Committee, a veterans organization focused on military and veterans' civil and legal rights, and Principal at Empire-Capitol Strategies, a government consulting firm he has led since 2004. He previously served as Executive Vice President of Advocacy & Strategy for The Independence Fund, supporting catastrophically disabled veterans and their families, and as Director of Military and Veterans Engagement for the Republican National Committee.

Bob's public service career includes leading the Department of Defense's Federal Voting Assistance Program, where he helped raise military voter participation by 21%, and serving as a Senior Policy Advisor and Deputy Chief Financial Officer at the Department of Energy. A 1985 graduate of the University of Pennsylvania, he was commissioned in the U.S. Navy and flew the A-6E Intruder with Attack Squadron 85, completing 37 combat missions during Operation Desert Storm before later serving on the staff of the Chief of Naval Operations.

His decorations include two Meritorious Service Medals, two Air Medals with Combat "V," and four Navy Commendation Medals. Bob has also served as an instructor at the U.S. Naval Academy and Naval War College, and is currently pursuing a doctorate in public policy at Liberty University.
